Our goal is to work with owners, water resource firms, process engineers, architects, and contractors to design effective, safe, long lasting structures that meet design intents of other disciplines and the long term operational goals of the system. More often than not there is more than one way to design a structure and we will work to develop innovative structural solutions to fit your specific project needs.
SM&RC was founded by David Blanchette in 2001 with the goal of providing high quality structural designs in the water resource and mining sectors. Since then we have expanded our expertise to include general civil structures along with commercial and residential buildings.
Our philospohy is that a comprehensive, highly detailed, and accurate set of design drawings and specifications along with the design engineer participating in a collaborative effort with all parties involved through project completion is the best way to deliver a successful project.
Senior Staff
David Blanchette P.E., P. Eng.
David is the founder and Principle Engineer at SM&RC. He has over 35 years of experience in the structural design of dams, civil, and mining structures. This experience includes the design, construction, inspection, and rehabilitation of gravity dams, arch dams, spillways, tunnels, penstocks, above grade steel pipe, intake structures, headworks, flumes, diversion structures, treatment plants, storage tanks, mining process facilities and pipe supports.
His specialized design experience includes the design of structures subjected to flow vibration loads along with hydroelectric turbine and pump induced dynamic and pressure loads for various operation conditions. David has been the principal structural designer on multiple large dam projects and has experience participating in probable failure mode analysis sessions and FERC Part 12D inspections for hydroelectric facilities.

Jeff Blanchette, P.E., S.E.
Jeff is a Senior Structural Engineer at SM&RC. His experience includes the design of dams, buildings, civil and mining structures along with the demolition of bridges and buildings. He is familiar with the analysis and design of concrete, steel, timber, and masonry structures. He has worked with multiple Finite Element Analysis and dynamic modeling software packages for the design of dams, outletworks, pump stations, steel liners, and buildings.
His specialized design experience includes the seismic analysis and design of numerous structures in high seismic load regions in California. Additional specialized design experience includes post-tensioned concrete.

Jerry Isler, P.E.
Jerry is a Senior Structural Engineer at SM&RC. He has over 30 years of experience in structural design on a diverse range of industrial and municipal projects. He has extensive specialized experience in the structural design of water and wastewater treatment facilities and pump stations. He also provides support on many of SM&RC’s pipeline and civil structure projects.
